SUMMARY

OF MEETINC HELD ON SEPTEMBER 20, 1978 A meeting was held with a representative of the Aerojet Energy Conversion Company on September 20, 1978.

The purpose of the meeting was to discuss the topical report that Aerojet plans to submit on its radioactive waste volume reduction system. Enclosure 1. is the list of the meeting attendees. presents the agenda for tile meeting.

Each agenda item was discussed, but most were covered only briefly since the entire meeting lasted less than two hours. Those items that were discussed at some depth are summarized below:

(1) The system that will be described in the forthcoming topical report will include a incinerator to process low level solid wastes. This is the major difference between the new system and that previously reviewed and approved by NRC (Agenda item 1).

(2) The schedule proposed by Aerojet for the topical report is as follows:

a) Outline and Abstract Submitted to NRC - 3/15/78 (Complete) b) Outline and Abstract Approval by NRC - 5/5/78 (Complete) c) Topical Report Submittal - 12/15/78 d) NRC Questions - 3/15/78 e) Aerojet Response - 6/15/79 f) NRC Approval - 8/15/79 Aerojet stressed the importance of the schedule since they are committed to deliver hardware by August 1980. To accomplish l

this, they intend to release drawings for fabrication in August 1

1979. They strongly desire to have the NRC review complete before fabrication begins, We indicated that we would attempt to meet their proposed schedule; however, we pointed out that there was a great deal of high priority review efforts assigned to the 7 R/C/6 00 / 8

. 007 5 3 73 branches that would be reviewing their topical report. We further stated that providing a high quality topical report and responsive answers to any requests for additional information would certainly tend to shorten our review schedule (Agenda items 3 and 4).

Items that Aerojet should include in the topical report were discussed.

In addition to the type of information that was submitted in their previous topical report, we stated that our review now included fire protection.

In regard to the incinerator portion of the proposed system, we stated that they should include the analysis of a full spectrum of accidents. They should also incorporate automatic shutdown features into their design and describe these in the topical report.

(4) The Aerojet representative asked some questions about the NRC fee for reviewing topicals. These were mostly answered at the meeting. The answer to one question, on when the fees would be billed, was provided to Aerojet by telephone subsequent to the meeting.
