INTEGRATED PLAN SEMI-ANNUAL UPDATE NO. 8 As required by Big Rock Point operating license, this letter provides the eighth update of the status of the Big Rock Point Plant Integrated Plan.

Attachment 1 contains an index of all issues, and identifies them by category, rank, description and status. Attachment 2 contains a detailed list of all open issues which includes scope, status and applicable schedule dates.

SUMMARY

OF INTEGRATED PLAN ACTIVITIES SINCE THE APCUST, 1987 bPDATE Two meetings of the Big Rock Point Technical Review Group have been held; the first meeting was in October,1987, and the second was. in January,1988. As a result nf these meetings, fourteen new issues have been added to the Integrated Plan; the new issues are summarized as follows:

o Issues BN-005A through EN-005H: These issues were initiated in order to resolve HEDs identified duting performance of the control room design review (Issue BN-005). Attachments 1 and 2 more fully describe each of these issues.

o Issue B-122: Replace station battery. This issue was initiated in response to results of capacity tests of the existing station battery.

1 o Issue B-123: Replace control room recorders. Thfa issue was initiated as a I result of some control room recorders naving become obsoitte and very difficult to properly maintain in good operating condition.  ;

o Issue BN-124: Meet vital area requirements. This issue was initiated in response to requirements of 10CFR73.55 s.hich require power supplies for certain security equipment to be in a vital area.

'C 2 o Issue BN-123r; Modify CCTV system.: This iseue was; initiated in response to concerns with CCTV assessment and access to some cameras in ' order to perform maintenance, o Issue B-126:. Station air compressors. .The age-of the station air compressors results in more frequent maintenance, which in turn is made more difficult-because of problems in obtaining parts.

This, combined with increased air system' demands, has resulted in the.need to. examine various options to make the station air system more reliable.

The current scope of this issue is to examine the various options and recommend a resolution to the' problem.

o Issue B-127: Replace instrument air dryer. Replacement of the instrument air dryer is part of the plan to upgrade the station air system.

No issues have been deleted from the Integrated Plan since the last update..

One issue (BN-125: modify CCTV system) has been completed since the last ,

update.

STATUS OF ACTIVE ISSUES A brief status of each Integrated Plan Issue is provided in Attachments 1 and

2. A more detailed status of some icsues is provided in this section. Detailed status is not being provided for all issues, but rather for those which have had significant change in status since the last Integrated Plan update.

CATEGORY BN ISSUES Issue BN-005: Control Room Design Review (CRDR)

The 300 HEDs have been categorized, and HEDs with similar. resolutions have been combined to facilitate resolution. Of the 300 HEDs, 132 involve' nameplate changes, and 34 represent minor maintenance items. .Those requiring modifications or significant resources to resolve have been categorized into 28 separate projects. Those meeting criteria for ranking were reviewed by .

TRG during the October, 1987 TRG meeting; these are issues BN-005A through BN-005H, and are more fully described in Attachnents 1 and 2. The other projects were presented to plant management for assignment of priorities.

Issue BN-014A: Resolution of seismic "weak links" '

The 0.1 g weak link analysis has been reviewed by the Technical Review Group. Scopes of the recommended upgrades will be prepared and reviewed by-TRG. It is expected the scope studies will commence following completion of i the six weak link upgrades previously identified, t

3 Issue BN-032: Emergency operating procedures (EOP; upg ade.

Both the verification and validation programs havt been completed. The classroom portion of operator training has also bett completed; additional time is being provided at the simulator to provide operators more familiar-ization with the new procedures. Implementation is still scheduled to occur upon startup from the 1988 refueling outage.

On February 18, 1988, representatives of Consumers Power Company met with NRR/ Region III rep';esentatives to discuss the status of the upgrade project, as well as to resolve potential concerns that certain portions of the proposed E0Ps might represent an unreviewed safety question. As a result of insights gained during the meeting, certain portions of the technical guidelines and E0Ps may be changed (ie, containment venting miy be deleted);

these changes are not expected to have an adverse effect on tha implementa-tion schedule.

Issue BN-124: Vital area upgrade - security building.

This issue was initiated in order to comply with a proposed change to the Big Rock Point Plant Security Plan, which is being revised as a result of changes which have been made to 10CFR73. The scope of this issue is to ensure that the power cupplies for certain pieces of security equipsent are housed within a vital area. Implementation will occur within 180 days of NRC approval of the proposed revision to the Security Plan.

Issue BN-125: CCTV Upgrade.

This issue involved modifications which added additional cameras and lights, and relocation of some lights to provide better illumination. Work was completed during December, 1987.

Issue B-082: RDS reliability improvements.

A submittal requesting relief from the current 90 day tr. .. Interval for the RDS depressurization valves has been reviewed by both the onsite and offsite review committees, and will be submitted to the NRC in the immediate future.

Extension of th e testing interval is considered to be an essential element in reducing the frequency of occurrence of valve leakage. ,

November, 1987, and the affected valve has not leaked since that tia . The next major change to improve performance will be to relocate the depre Suri- ,

zation valve pilot valves, such that they will be remotely located (seset=1 l feet) from their associated depressurization valves. The relocation will result in cooler ambient temperatures, and will permit the pilot valves to be mounted vertically. While these changes may or may not have an appreci-able beneficial effect on valve leakage, the principal benefit will be that pilot valve leakage will be more readily detectable and quantifiable.
