PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD DECEMBER 17, 1987 - JANUARY 7, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD December 17, 1987 - January 7, 1988 1.0 Plant Status As of 8:00 a.m. on January 7, 1988, Unit 2 and 3 are in a cold condition '

per the March 31, 1987, NRC Order with coolant temperatures less than 200 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 301 of its seventh refueling outage that began March 13, 1987. Final work is being performed to support the reactor pressure vessel hydrostatic test that is currently scheduled for late January, 1988. Unit 3 has been in a cold condition per the March 31, 1987, NRC Order since April 1, 1987. Unit 3 is in day 99 of its recirculation system pipe replacement outage that began October 1, 1987. Primary system piping decontamination was completed a 3:00 a.m. on January 4, 1988. General area dose rates were reduced by a factor of three to five times.

3.0 Items of Special Interest 3.1 On December 18, 1987, the NRC staff monitored Shift Team Training for the fourth of six teams at the Limerick simulator. The remaining two teams will be monitored the week of January 11, 1988.

3.2 On December 21, 1987, the Nuclear Operations Monitoring Team (NOMT),

which was part of the licensee's response to the NRC Shutdown Order, was discontinued. The licensee proposed this action to the NRC in a November 24, 1937, letter. On December 21, 1987, a formal shift l operations QC monitoring team was established. The QC monitor will spend pait of their time performing random control room tours.

3.3 On January 4,1988, PECo instituted their new Nuclear Organization, headed up by J. S. Kemper. The new organization is entirely dedicated with direct line management contrvi over all aspects of nuclear operations, maintenance, engineering and construction.

3.4 The previous reports indicated that representatives of Pennsylvania and Maryland did not participate in the December 8, 1987 emergency plan exercise. However, they did participate on site at the emergency operations facility and the technical support center with off site response simulated.

4.0 Other Items of Interest 4.1 On Decemoer 21, 1987, a partial group III primary containment isolation occurred on Unit 2. As a result, various ventilation systems were affected. A non-licensed operator caused the isolation when he pulled the wrong fuse. The fuse was replaced and the isolation was reset to return Unit 2 to normal ventilation.

4.2 On December 22, 1987, a diesel generator breaker failed to close during weekly surveillance testing. This breaker needs to close in order to allow power to be supplied to an emergency bus from the diesel generator. The cause of this incident was the failure of a switch to reset. The licensee replaced the breaker and tested it satisfactorily. Lifetime expectancy, orientation and reportability are being investigated by the licensee.

4.3 On December 30, 1987, a crane at the Graceton Substation contacted a power line and caused Peach Bottom to lose one of its two off site power supplies. In response, automatic actions and operator actions aligned dead buses to the alternate off site power supply. The licensee quickly restored both units to a normal electrical lineup.

The resident inspectors are following the licensee's investigations and corrective actions regarding these occurrences.

5.0 NRC Activities During the period Three NRC Resident Inspectors were assigned to monitor plant activities between December 17 and January 7, 1988. These individuals consisted of the following:

. Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities,

maintenance, and outstcnding items.

NRC Combined Inspection Report 50-277/87-27; 50-278/87-27 was issued on

, December 23, 1987. The report discusses NRC operator license examinations that were administered the week of October 5, 1987. Four of four senior reactor operator candidates, and two of three reactor operator candidates passed their oral and written examinations.

NRC Combined. Inspection Report'50-277/87-31; 50-278/87-31 was issued on December 17, 1987. The inspection was performed by a region based specialist inspector from November 2-6, 1987. NRC Bulletin 84-03 l (Refueling Cavity Water Seals) and Information Notice 84-93 (Potential For Loss of Water From the Refueling Cavity) corrective actions were inspected. Corrective actions were adequate and no violations were '

found.

NRC Combined Inspection Report 50-277/87-34; 50-278/87-34 was issued on December 23, 1987. The inspection was conducted by a region based specialist inspector from November 9-13, 1987. Licensee followup and corrective actions related to previous electrical NRC open items were inspected. All but two unresolved items were closed. No violations were l identified.

Two NRC Region I personnel and two NRC Headquarters personnel were on site the ~ week of January 4,1988. They were evaluating Peach Bottom's program for retraining contrul room personnel. The evaluation included interviewing selected operators and shift managers.
