Nebraska Public Power District (the licensee), which revised the Technical

  • Specifications for operation of the Cooper fluclear Station (the facility) I located in Nemaha County, Nebraska. The amendment is effective as of its a

date of issuance.

The amendment involves changes to the Technical Specifications to increase the storage capacity of the spent fuel pool from 740 to 2366 fuel assemblies.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and l'

the Commission's rules and regulations. The Commission has made appro-priate findings as required by the Act and the Commission's rules and regulations in 10 LFR Chapter I, which are set forth in the license amendment. Notice of Proposed Issuance of Amendment to Facility Operating License in connection with this action was published in the FEDERAL REGISTER on August 22,1977 (42 FR 42265). No request for a hearing or petition for leave to intervene was filed following notice of the proposed action.

,; The Commission has prepared an environmental impact apprcisal for i-l the amendment and has concluded that an environmental impact statement for this particular action is not warranted because there will be no

environmental impact attributable to the action other than that which has already been predicted and described in the Commission's Final Environmental Statement for the facility dated February 1973.

cation for amendment dated July 22, 1977, as supplemented by letters dated t!ovember 30, December 16, 1977, June 12, 28, July 5 and 14, 1978, (2) Amendment !!o. 52 to License llo DPR-46, (3) the Commission's i related Environmental Impact Appraisal, and (4) the Commission's related Safety Evaluation.
