STATUS OF EXPORT LICENSE APPLICATIONS 10/31/78

Purpose:

To inform the Commission of the status of export license applications. Discussion: A status report on export licensing actions as of October 31, 19.78 is fomarded for the Commission's information as stated below: I. Summary of export and import licenses issued by the NRC from January 19, 1975 to October 31, 1978. Routine fuel reloads licensed by the staff are marked with an asterisk in section IA (SNM Major Cases). Future status reports will provide updates of licenses issued since October 31 on a periodic basis as a supplement to this summary listing. II. Summary of pending export applications as of October 31, 1978. III. Age of Cases Forwarded to State Department. IV. Age of Cases Being Processed by the NRC Staff. V. Trend of Export Licensing. The staff hopes to expand its status reports in the future to include more detailed reporting on the length of time being taken by the staff and the Commission to process licenses in light of the limits on staff analysis time and Commission review time set at the November-16 Commission meeting. aMS l.Q /ames R. Three of the major SNM cases pending for more than 30 days on October 31 have been delayed because of the need for the Commission to clarify certain issues in connection with the requirement for written physical security assurances for these exports.

The fourth case (Tarapur) has required additional staff time for review of this complex and sensitive export.

- The minor SNM case held for more than 60 days involves an export to the Republic of China.
