SUBJECT:

PEACH BOTTOM ATOMIC ' POWER STATION STATUS REPORT FOR THE PERIOD FEBRUARY 4 - FEBRUARY 24, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD February 4,1988 - February 24, 1988 1.0 P,l_ ant Status As of 8:00 a.m. on February 24, 1988, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 348 of its seventh refueling outage that began March 13, 1987. Unit 2 is currently in its reactor pressure vessel (RPV) hydrostatic test.

RPV pressure is being held at 500 psig pending resolution of several minor problems. Unit 3 has been in a cold condition per the March 31, 1987, NRC Order since April 1,1987. Unit 3 is in day 147 of its recir-culation system pipe replacement outage that began October 1,1987. Jet pump instrument line work was finished on February 10, 1988.

The reactor pressure vessel was drained the weekend of February 13 and 14, and the nozzle plugs were removed. Weld preparations of the nozzle safe ends has begun.

Recirculation pipe cutting and removal is about 50% complete.

3.0 Items of Special Interest 3.1 NRC management conducted individual enforcement conferences with Peach Bottom operators from February 8 - 18, 1988.

NRC actions based on these conferences are under evaluation.

3.2 Philadelphia Electric Company's Peach Bottom Restart Plan,Section II, was submitted on February 12, 1988. NRC review is progressing.

3.3 On February 16, 1988, Philadelphia Electric Company announced that Corbin A. McNeill, Jr., was named Executive Director - Nuclear.

He is currently Senior Vice President - Nuclear for Public Service Electric and Gas Company and will be on loan until Peach Bottom restarts.

3.4 The following meetings were held between NRC personnel and Philadelphia Electric Ccmpany (PEco) personnel:

February 17, 1988, NRC Region I personnel with PECo QA personnel to discuss the proposed Quality Assurance plans and organization; j

February 19, 1988, W. T. Russell, NRC Region ! Administrator with C. A. McNeill, PEco Executive Director - Nuclear, to discuss PECo management change; February 22-23, 1988, NRC Region I and Headquarters personnel with PEco engineering personnel to discuss the Inservice Testing (IST) program.

4.0 Other Items of Interest 4.1 The last status report (01/21/88-02/04/88) discussed the discovery of a small white capsule found in the protected area that had field tested positive as methamphetamine.

Further laboratory testing proved it to be a non-controlled substance.

4.2 During the Unit 3 recirculation pipe replacement outage, the licensee discovered three welds on normally inaccessible large bore stainless steel piping that had potential indications of inter-granular stress corrosion cracking (IGSCC).

Confirmatory analysis by Electric Power Research Institute (EPRI) proved the indications to be a casting flaw, lack of fusion and a grain boundary.

Further inves-tiga+1on into oth9r welds is contintuing by the licensee.

The resident inspectors are following the licensee's action regarding apparent IGSCC.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between January 21 and February 4, 1938.

These individuals consisted of the following:

- Resident Inspector Larry E. Myers

- Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

During this report period, four Region I specialist inspections were conducted:

February 1-11, 1988; Mark I Containment February 8-12, 1988; Radwaste and Transportation February 16-19, 1988; Radiation Protection February 17-19, 1988; Operator Licensing Exams,

Inspection reports covering the details of these inspections will be issued in the future.

A routine radiation protection inspection report (50-277/87-38; 50-278/87-38) was issued on February 4, 1988, The inspection was conducted between December 14-18, 1987. One apparent violation was cited but was mitigated because it was licensee identified.
