This letter responds to the Chairman's letter of August 23, 1978 to the parties regarding radon-222 and the environmental consequences of the uranium fuel cycle.

Applicants do not desire any opportunity to supplement, contradict, or object to anything in the portion of the Perkins record distributed by Mr. Black with his letter of August 15, 1978 to the Board. Applicants are agreeable to the suggestion that the Perkins record be incorporated into the record in the Skagit proceeding, presumably as an exhibit.

Although the generic findings and conclusions of the Perkins Licensing Board respecting the amount of radon emissions in the mining and milling process and the resultant health effects may, in some regards, be a conservative evaluation of the Perkins record, Applicants consider such findings and conclusions to be supported by that record.

balance against construction of the Skagit Project. The final cost benefit balance, of course, has yet to be struct; however, the radon-222 health ef fects are factually i--aterial to that balance. .
