Dear Mr. Gipson:
l We have received the enclosed Federal Emergency Management Agency (FEMA) correspondence dated October 28,1996, transmitting the FEMA evaluation report for the July 16,1996 Biennial Radiological Emergency Preparedness Exercise at the Fermi 2 Nuclear Power Plant.
FEMA identified one deficiency in the performance of offsite agencies during this exercise.
The deficiency was assessed against the State of Michigan for inaccurately describing 1
geographical boundaries of the area to be evacuated and sheltered. Eight Areas Requiring Corrective Action (ARCAs) were also identified during the July 16,1996 exercise.
We fully recognize that any corrective actions to be implemented may involve parties and political institutions which are not under your direct control. Nonetheless, we expect that assistance, if npropriate, will be extended.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed FEMA correspondence will be placed in the NRC Public Document Room.
