Docket Number 70-2623 Amendment to SNM-1773 Re: Note to Files dated November 7',
1978 From Mr. B. S. Spitalny, Fuel Reprocessing and Recycle Branch
Dear Sir:
On June 2, 1978 representatives of Duke Power Company met with NRC staff members to discuss the minimum decay period for spent fuel shipped from Oconce Nuclear Station to McGuire Nuclear Station.
During our presenta-tion transportation costs for the shipment of the spent fuel were discussed.
Since the June 2, 1978 meeting further analysis concerning transportation of spent fuel costs has provided us with more accurate estimates which are reflected in our present cost estimates.
Attached is a comparison of the present cost estimates versus the June 2, 1978 cost estimates for spent fuel transportation and the basis for these costs.
Please let me know if we can be of further assistance concerning this matter.
V y truly yours,
~

Basis for Spent Fuci Transportation Costs (Oconee to McGuire)
June 2, 1978 Presentation:
Labor:
5 Oconee Workers 5 McCuire Workers 24 llours per Shipment 240 Total Man llours per Shipment Cost per Hour = $10.60 (Based on average hourly costs experienced in the nuclear industry)
Labor Cost = $10.60/ Hour x 240 Man Hours = $2,544.00 (1979 dollars)
Freight: Length of round trip is approximately 340 miles Mileage charge @ $1.85 per mile = $629.00 (1978 dollars)
Standby Charge: ' Assumed to be a total of 16 hours1.851852e-4 days
0.00444 hours
2.645503e-5 weeks
6.088e-6 months
Charge 0 $17.50 per hour = $17.50/ hour x 16 hours1.851852e-4 days
0.00444 hours
2.645503e-5 weeks
6.088e-6 months
= $280.00 (1978 dollars)
Total Freight Cost = $629.00 + $280.00 = $909.00 (1978 dollars) j 0 7% escalation per year:
$972.63 (1979 dollars)
June 2, 1978 Total Shipment Cost = $3,518.63 per shipment (1979 dollars)
Present Analysis:
Labor:
4 Oconee Workers i
4 McGuire Workers 12, Hours per Shipment (Actual houra w.rked to perform trans-portation functions) 96 Total Man Hours per Shipment Cost per llour = $13.91 (Based on actual wages at Oconee in 1979 dollars)
Labor cesc
$13.91/ flour x 96 Man Hours = $1,335.36 (1979 dollars)
Frylght:
Length of round trip is approximately 340 miles Mileage charge G $1.85 per mile = $629.00 (1978 dellars)
Standby Charge:

Note: The present standby charge reflects actual spent fuel shiprent experience.
Total Freight Cost = $629.00 + $87.30 = $716.50 (1978 dollars) 0 7% escalation per year:
$766.65 (1979 dollars)
Present Total Shipment Cost = $2,102.01 per shipment (1979 dollars) v
