PROPOSED PLAQUE CITATION: For outstanding service meeting the telecommunications needs of the Nuclear Regulatory Commission in support of its public health and safety mission through the innovative and cost effective use of the FTS2000 program.

i Description of Accomplishment

' Nuclear Regulatory Commission's (NRC) primary mission and responsibility is to eri adequate protection of public health and safety, the common defense and security, and the environment in the use of nuclear materials in the United States. This responsibility also includes ensuring that licensees are adequately prepared to respond to accidents. The NRC has determined that there are several essential emergency communications functions that must be maintained as a means of providing early notification in the event of a serious emergency at a nuclear power plant. To support this emergency notification, Direct Access Line (DAL) service to each nuclear power plant (over 100 sites) was installed in early 1992 as an upgrade to the NRC's Emergency Notification System. In addition, the NRC has mandated through Federal regulation that nuclear power plants use FTS2000 Direct Access Lines (DALs) as the primary method of communications with the NRC in the event of a nuclear emergency. Although a small agency, the NRC has over 3500 Federal and contract staff, four regional offices nationwide, and over 100 resident sites.

The Telecommunications infrastructure Branch (TIB)is the single point of contact for the NRC, General Services Administration (GSA), and American Telephone & Telegraph (AT&T) for the development, implementation, and support of the Agency's telecommunications infrastructure which provides emergency, voice, data, and video communications using FTS2000 switched voice and data, packet switched, and dedicated transmission services.

As a senior computer specialist with TIB, Mr. Wood is the Agency's Designated Agency Representative for FTS2000and responsible for development and support of the Agency FTS2000 telecommunications services.

As part of his responsibilities, Mr. Wood negotiated an agreement with GSA and AT&T to phase-in the Modified Access Pricing (MAP) charges for FY 1996 and a waiver of the Service Initiation Charges (SIC) for the DAL services supporting the Agency's Emergency Notification System. Mr. Wood provided early recognition of the impact the MAP modification would have on the Agency and after thoughtful review and analysis worked with all parties involved to come to an equitable resolution. This resulted in a $523K cost savings to the Agency, about 15 percent of the Agency's telecommunications budget, while allowing AT&T to cover costs for services provided. Mr. Wood instituted a multi-agency Service improvement Team (SIT) and initiated regular meetings between all parties (GSA, AT&T, and NRC) to provide better support for the NRC Emergency Operations Center and improve the level of service provided to tha NRC. The SIT met monthly to resolve operational problems, discuss trends, resch e billing problems, discuss new service offerings, and examine different cost effective ways for the NRC to perform its business using new and existing service offerings.

Mr. Wood directed the implementation of an Allegations Management 800 service to support day-of-week and time-of-day routing for allegations from the public and coordinated wide Agency participation in the FTS2000 Users Forum as a vehicle for information dissemination on FTS2000. He also performed audits of the AT&T Call Detail Report for verification of billing disputes for all services. Additionally, as the NRC Program Manager for FTS2000, Mr. Wood was responsible for all planning, management, and coordination for FTS2000 services for the Agency.

Mr. Wood's leadership, effective management, and technical expertise have been the most significant factor contributing to the NRC's effective use of FTS services that have resulted in improved quality and cost effective use of telecommunication services for the NRC. Mr.

Wood instituted many FTS2000 service offerings for the Agency to improve overall communications capabilities and effectively leverage fixed and declining staff resources with technology offerings from FTS2000. This includes implementation of an X.400 mail

' gateway to facilitate information exchange and timely and certified receipt of electronic mail with other Federal agencies and Internet access via FTS.

Mr. Wood demonstrated his management skills while working with AT&T to provide the Agency with a current electronic database listing of all services that the NRC has ordered since the beginning of the contract. This database, once verified and corrected, allowed the Agency to perform audit checks of the AT&T Call Detail Report for verification of billing disputes for all services, which include switched voice services, Direct Access Lines (DALs) with respect to MAP and Telecommunication Service Protection (TSP) charges, and dedicated transmission services. It also allowed the agency to prepare for the post-FTS2000 transition and provide the Agrocy with an accurate services database to institute a billing hierarchy plan which will break out all services used by location and program component, allow advanced trend analysis, and allow the Agency to determine how program components use the services provided. Mr. Wood's outstanding efforts have provided significant benefits for the NRC in obtaining timely FTS2000 service, managing costs, problem resolution, and innovative uses of FTS2000 services.

Significance and Benefits of Accomplishment: As a result of Mr. Wood's efforts, the NRC has been able to effectively leverage FTS2000 voice, data, and video technology in a time of fixed and declining resources to further the mission and strategic goals of the Agency.

In addition, the Agency has realized overall service improvements in several areas that include service reliability, service control / inventory, cost control, and overall management of telecommunications resources for the Agency. Mr. Wood's efforts resulted in a cost savings of approximately $523K, about 15 percent of the Agency telecommunications budget. Through Mr. Wood's efforts, the Agency avoided a significant increase in NRC's telecommunications costs with potential adverse impact on critical Agency programs.

Role of the Individual or em p: Mr. Wood's extensive knowledge of all aspects of FTS2000 have allowed him to effectively develop, implement, and manage the NRC telecommunications resources. Because of this knowledge, Mr. Wood is able to very quickly sort through complex requirements, identify alternatives available through FTS2000 l

offerings, evaluate benefits and potentialimpacts, and make comprehensive recommendations on the best course of action in a timely manner without losing sight of customer satisfaction, cost, continuity of service, compliance with Agency policy and law, and the overall mission of the Agency. Mr. Wood is recognized as the Agency expert on FTS2000 service and offerings. He is thoroughly up-to-date on all FTS2000 activities and developments and always has the answer to any question that arises concerning FTS2000.

Mr. Wood has gained industry-wide respect for his involvement with the FTS2000 program.

Mr. Wood is well respected by his peers and throughout the Federal telecommunications industry for his technical knowledge and management skills. Mr. Wood has shown a high level of initiative, worked very diligently, and unselfishly dedicated much of his own time to ensure the success of the FTS2000 program at the NRC. Mr. Wood has had full responsibility for all FTS2000 services supporting over 3500 staff and 100 sites at the NRC. He has been very meticulous in planning, designing, developing, and implementing all FTS2000 projects at the Agency. He is consistently acknowledged for his hard work and dedication in providing FTS2000 services. His management of FTS services has enabled the Agency to proceed with its missicn without being encurnbered by service unavailability. Mr. Wood's professionalism and "can-do" attitude have been instrumental to the Agency's successful use of the FTS2000 program.

FTS Awards Program / Call for Nominations The General Services Administration (GSA) is pleased to announce the fifth annual Federal Telecommunications Service (FTS) Awards Program.

We are now requesting 1997 FTS Award nominations.

Since its initiation, agencies have utilized the FTS program to deliver high-quality, cost-effective telecommunications services.

The success of FTS continues to be primarily due to the efforts

of individuals and organizations to utilize its services creatively and successfully.

I continue to believe that those efforts deserve widespread recognition.

The awards program was inaugurated in 1993 to recognize individual and group accomplishments in implementing the FTS2000 program.

Through the Interagency Management Council (IMC), GSA established an awards committee that is being chaired this year by Steve Vehec from the Department of Agriculture.

We ask your assistance in identifying those individuals and groups whose accomplishments have resulted in significant improvements in overall Government or agency operations through the use of the either FTS2000 or local telecommunicatioils services.

FTS Awards will be presented at the FTS2000 Sprint Users' Forum in March and the AT&T Users' Forum in May.

All nominations will be evaluated and rated based on the following criteria:
