DEFERRAL OF THE REVIEW ASSOCIATED WITH BIG ROCK POINT ACCIDENT MANAGEMENT IMPLEMENTATION (TAC NO. M93417)

Dear Mr. Donnelly:

By letter dated March 31, 1995, you informed the NRC that you believe that Big Rock Point (BRP) has previously addressed all five elements of an accident management program identified in SECY-89-012, " Staff Plans for Accident Management Regulatory and Research Programs," and 9:enerally meets the intent of the accident management guidance given by Nuclear Energy Institute (NEI) and the Boiling Water Reactor Owners Group (BWROG). In addition, you identified the need to provide selected training to Technical Support Staff (TSC) personnel as a sole remaining activity, after which all severe accident issues for BRP can be brought to closure. By letter dated November 20, 1995, in response to an NRC request for additional information dated September 13, 1995, you committed to specific severe accident training enhancements, and indicated that these actions would be completed by March 31, 1997.

The NRC staff plans for evaluating utility accident management (A/M) implementation are described in SECY-96-088, " Status of the Integration Plan for Closure of Severe Accident Issues and the Status of Severe Accident Research." In accordance with current plans and limitations on NRC resources, the staff intends to focus its initial inspection efforts on plants that are most representative of the population of operating plants. BRP is unique from all other operating plants in several areas to the degree that it does not appear to be a good c' .date for lead plant review / inspection. The staff intends to defer the review of BRP A/M implementation until its has completed development of A/M inspecticn guidance. At that time, the staff will reconsider the need and, if necessary, schedule an A/M implementation review at BRP. The staff expects that this review will take place sometime in 1999.
