Dear Mr. Reid:

Paragraphs 3.1.34(2) and 5.17.6(2) of the Fire Protection )

Safety Evaluation Report attached to Amendment No.19 to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating l Station, Unit No.1 require that the small oil filled transformer ,

adjacent to the emergency air lock be replaced with a dry type l transformer. l However, the District has decided a better modification l would be to move the transformer from the fence yard area. The  !

District proposes to move the transformer to a location approximately 250 feet east of its present location and, consequently, approximately the same distance from any equipment required for safe shutdown and cooldown. In this location, it can pose no hazard. Therefore, the  !

District requests that Paragraph 3.1.34(2) be rewritten to state:

l "Relo. ate the small oil filled transformer adjacent .

to the emergency air lock to a location where it is i not a fire hazard to equipment required for safe l shutdown and cooldown." ,

It is also requested that Paragraph 5.17.6(2) be modified to state:  !

. . . (2) relocate the small oil filled transformer exposing the nuclear service cooling water pumps to a location where it cannot present a fire exposure to equipment required for safe s iutdown and cooldown."  ;
