In the Matter of Houston Lighting and Power Company (Allens Creek Nuclear Generating Station, Unit 1)

Docket No. 50-466 Gentlemen:

The NRC Staff has met with the petitioners for several days during the weeks of September 18 and 25,1978. We are pleased that, with the cooperation and good faith of all parties who participated in the negotiations, we were able to enter into agreements with respect to most of the contentions raised by the petitioners.

Enclosed are copies of separate stipulations entered into by the NRC Staff with the Texas Public Interest Research Group, Mr. John F. Doherty petitioning on his own behalf and on behalf of the Houston Chapter of the Armadillo Coalition of Texas,and Mr. Wayne E. Rentfro.

Counsel for the Applicant has informed us that they wish to review the stipulations and will discuss their position on the stipulations with Counsel for the NRC Staff next week. We are hopeful that an agreement among all parties can be reached prior to the special prehearing con-ference.
