SUBJECT:
TRIP REPORT
Purpose:
To tour the plutonium plant in support of the licensing review of a proposed amendment to allow dismantling and removal of the solvent extraction equipment and its associated glovebox.
Place & Date:
Cimarron Plutonium Plant, Crescent City, OK November 2 and 3, 1978

Discussion:
Upon our arrival at the site, Mr. A. W. Norwood, the Cimarron facility manager, conducted a general plant tour which followed the same route through the plant as the mixed-oxide fuel fabrication line.
During this portion of the tour, we observed those gloveboxes that are slated for later decommissioning during Part IV of their license termination plan.
'4 also observed the routes within the plant that will be used to transfar bagged equipment from the solvent extraction glovebox (27A) and the t,ansfer routes and storage locations for waste drums.
In addition we toured the plutonium plant exterior observing the loading dock for waste shipments and the security fence perimeter alarms.
During the first day of the site visit, we took a detailed look at solvent extraction glovebox 27A from all three access levels.

L. C. Rouse, Acting Chief Ngp N 1979 We also saw the space available for establishment for an equipment bag-out station which will be an extension fastened to the bottom of the glovebox at one end.
It will contain equipment for NDA measurement of dismantled piping and components as well as the connection to waste drums.
On the second day, we took another detailed look at glovebox 27A and located the halon fire extinguishing system discharge nozzles both inside and outside the glovebox. We also observed the criti-cality alann system detectors located throughout the plant.
We held several discussions with the Kerr McGee personnel about the procedures to be employed during the dismantling of glovebox 27A.
Some notable aspects of their planned procedures are listed below:

Some of the dismantled equipment will be heavy and awkward to handle, particularly with gloves. The bag-out station will be constructed of heavy duty structural components such that heavy pieces can be easily set down during transfer to the waste drums. They intend to mock-up this assembly and develop proficiency in handling non-contaminated, heavy sections of schedule 80 pipe prior to connecting and using the actual bag-out station.

Long, heavy columns made of schedule 80 stainless steel piping will be cut into manageable lengths with a plasma arc torch located inside the box. The cutting head will be enclosed in an asbestos tent which will also surround that portion of the column being cut. Nitrogen purge gas will be fed to the inside of the asbestos tent. The halon fire extinguishing system both inside and outside the glovebox will remain operational during these cuttir.g operations. The plasma arc torch, its asbestos tent and other associated equipment will be tested on noncontaminated stainless steel schedule 80 pipe as a mock-up prior to its use inside glovebox 27A.

The criticality monitoring and alarm system will be reactivated for use during the dismantling of glove box 27A. Criticality training, including evacuation drills, will be reinstituted.
Following the tour, we again discussed the list of questiors I had provided to Kerr McGee during our meeting in Silver Spring, MD on Octcber 17, 1978.
Kerr McGee plans to submit a revised Part III license termination plan, describing their plans for dismantling glove box 27A.
They expect to mail this revised plan by the end of November.

Conclusions:==
This trip was very helpful in allowing me to see and discuss the proposed dismantling activities.
Kerr McGee understands my comments and questions on their initial Part III termination plan. Their revised submission should allow the timely and efficient processing of their license amendment request.
