dated December 1,1987 TVA has determined that the short-term inspections in reference 1 will not be performed before unit 2 restart. This determination is based on evalu? tion of the restart requirement criteria described in volume 2 of the Nuclear Performance Plan and found in Appendix A of Standard practice SQA190, "Restart Item Origination and Sequoyah Activities List Disposition." Acenrding to the criteria, resolution would be required before restart only if there was a high probability of causing a significant specific d-nciency. A significant specific deficiency is a deficiency identi^ied as having a significant probability of leading to the incperability of a system required for startup or operation by the appropriate technical specifications. Reference 2 provides infonnation from Westinghouse Electrie; Corporation indicating that the malfunction of the DS-416 breaker is considered a random occurrence. The subject breaker, with its poor quality weld, operated through approximately 3000 cycles before failure. Westinghouse DS-416 breakers have performed satisfactorily for many thousands of cycles. Additionally, it is necessary for part tolerances to be near maximum before a weld separation causes breaker failure. Based on this guidance from Westinghouse, it has.been determined l that there is not a h8.sh probability of a significant specific deficiency.

FEB 271988 U.S. Nuclear Ret;ulatory Comission The reactor trip breakers at SQN are not , Westinghouse DS or DSL breakers; they are Westinghouse rodel DB-50. SQN h,as a total of 12 DS-416 and 117 DS-206 breakers in Class 1E app Heations for both units. Enclosure 1 provides a listing of the location and' function of each of these Westinghouse DS breakers. The required short-term and long-term inspections will be performed on these breakero by the end of the unit 2 cycle 3 refueling outage at the latest. The breakers required for unit 1 operation will have the short-term and long-tem inspections completed before restart of unit 1. Forty-nine of the breakers on the enclosed list have surveillance scheduled by the middle of March. The short-term inspections will be performed on these breakers in conjunction with the scheduled surveillance.
