Per my conversation with Mr. McCaughey on Friday, February 19, 1988 and a followup conversation on Thursday, February 25, 1988 concerning initial review of the submittal for amendment of our SNM-1050 license, six areas are clari-fied with explanation and commitments as delineated here. The first three areas are addressed with specifications per questions from Mr. McCaughey while the last three areas are addressed with specifications per questions relayed by Mr. McCaughey from Mr. Pennington.

First, there are two detectors for our SNM-1050 criticality monitor. Both are in the current fuel storage room (Room 3) since all the fuel hac been stored in this room for several years. When we are ready to move the fuel to the current Facility room (Room 5), one of the detectors will be connected in place in the new room until all fuel is moved in whereupon both detectors will be moved to monitor all the fuel as located in Room 5. As long as either room has fuel stored in it, a working criticality monitor will be maintained there-ins only when all the fuel is moved to the new Room 5 will the working criti-cality monitor be devoted solely to the new room.

Second, the current storage containers will hold water up to about 40% of their height. However, the pins run through sleeves at this height making water intrusion f rom an overhed water source extremely unlikely.

Third, when the fuel under the SNM-10$0 license is moved from Room 3 to Room 5 per the building diagram attached, the fuel will be stored in the same configuration as in Room 3.

Fourth, when handling the fuel for the move from Room 3 to Room 5 or for the now-postponed and possibly cancelled shipment of some of the fuel to Oak Ridge National Laboratory, the usual fuel handling precautions will be imple-mented. These precautions will include the following personnel monitoring and dosimetry raquirements as well as a Raciation Work Pertnit to document adher-ence to requirements:

Swipes taken and results evaluated for a random sampling of fuel pins prior to movement.

All workers involved in the movement will have film badges and will g

be issued dosimetera as well.

A Radiation Work Permit will be used to control the specific radia-tion control measures applicable for the fuel movement and to docu-ment that these were implemented along with the doses received by all involved. These measures wil include the use of gloves for any-one touching fuel pins and the use of portable survey meters to sur-vey the areas involved.

Fif th, the smears to be taken will include random smears of the fuel be-fore and af ter the move per the previous paragraph. Smears will also be taken of the fuel holders and floor area around the fuel before and af ter the move to document assurance that the current fuel storage room can be returned to unrestricted usage.

Sixth, when pins are removed from the storage area for nondestructive x-ray analysis, they will always be under the control of a cognizant and respon-sible. individual. Such pins will be returned to the storage area prior to re-turning the area to security; such pins will not be lef t out of the proper storage facility overnight.
