Structural Considerations Regarding South Wall and Gate, Basin 2, Morris Operation This letter is written in followup to the telephone convarsation of November 11, 1978 between H. A. Rogers of your staff and F. M. Empson of the Nuclear Regulatory Commission.

In Appendix A.15-4 and Subappendix A.15-A of the Consolidated Safety Analysis Report you have presented an analysis of the structural safety in the south wall of Basin 2 and associated parts of the structure. A clarifying statement should be provided which describes how loads imposed directly on the south wall gate are transferred to the wall in the finite element model.

l The possibility of draining either Basin 2 or Basin 3 with resulting stress on the wall was also discussed. You should confinn that it is not intended to drain either pool individually at any time during operation. ,
