In view of past concerns regarding outage of critical security equipment and compensatory measures taken during such . outages, we' are hereby amend-ing Materials and Plant Protection Amendment MPP-1 to License No. SNM-368 by adding License Condition 9.3.59 as contained in the enclosure to this letter, effective upon receipt. This condition was discussed and agreed to during a November 8,1978 telephone conversation between your Mr. Bob Gustafson and Ms. Mary McGuinness of the NRC staff.

SGPS:MJM 70-371 ENCLOSURE 9.3.59 The licensee shall establish a program consisting of written procedures, personnel assignments, spare parts and training: (i)toassurethatadequatecompensatory measures are implemented in the event the alarm system or any major security systems or components become inoperative, and (ii) to assure timely restoration of alarm system operations. This program shall be sub-mitted to the NRC for review and approval within 90 days after the effective date of this condition.
