Dear Mr. Hoyle:
Enclosed please find a letter dated September 13, 1978 from Timex Corporation requesting an amendment to export license XB000956 to increase the quantity of material authorized for export to Taiwan and the Philippines from 400,000 curies of tritium as tritium gas to 800,000 curies of tritium as tritium gas.
Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the-t overall perspective of the Executive Branch, as to whether the issuance of the requested license amendment would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
