Dear Sir:

Subject:

Three Mile Island Nuclear Station, Unit 1 (TMI-1) l Operating License No. DPR-50 l

Docket No. 50-289 l

IR 96-05, Revised Commitment Schedule for Completion of Motor Operated Valve (MOV) Program Review In response to the Notice of Violation in Inspection Report (IR) 96-05 dated October 14,1996 GPU Nuclear committed to review the Motor Operated Valve (MOV) Program and complete any needed changes by January 31,1997. A delay in that schedule was the subject of a conference call with NRC Region I and NRR on January 17,1997. The delay resulted partly from increases in the scope of work we felt were necessary partly to the additional workload to support other generic NRC requests and inspections subsequent to our commitment and partly due to the unavailability l

of experienced contractors during the forth quarter 1996. As we indicated in the conference call on January 17, we intend to complete any changes to the TMI-l program and supporting documentation with respect to the recommendations of Generic Letter (GL) 89-10 by l

March 28,1997. During the course of this work, any operability issues that may arise will be evaluated promptly in accordance with GL 91-18 guidance.

We had also committed to address the independent review team recommendations related to the MOV program by January 31,1997. Because of the delay in completing the program, we now plan to address these recommendations by March 28,1997. Other independent review team recommendations, not directly related to the MOV program, will be completed after that date.

Sincerely h
