Conference Summary
~1 On November 2,1987, representatives of Heublein, Incorporated and NRC l
Region I met at the Region I office in King of Prussia to discuss the
- results of the September 22, 1987 inspection. The circumstances leading to the loss of a fixed gauge and the violations of the general license
, were discussed.
The licensee representatives described the actions taken to recover the gauge, assess the safety hazard associated with the lost gauge, and the evaluation used to develop engineering standards to prevent similar losses. _ They stated that the new written engineering standards have been distributed to employees and discussed with them. Workers have been instructed that any activity involving the gauges must be cleared with the Facilities Engineer.
In addition, pictures of the gauge remain posted at Heublein and the scrap yard with the offer of a reward for its return.-
NRC representatives noted that the licensee reported the loss of the gauge and insnediately initiated corrective actions. They also stated that some method is needed to ensure that employees continue to contact the appropriate staff person prior to working with gauges. License representatives agreed to consider periodic refresher training for workers.-
Enforcement options available to the NRC were reviewed.
