Supplement 1 to Revision 28 to the Wolf Creek Generating Station Security Plan Gentlemen:

This letter submits one original and three copies of Supplement 1 to Revision 28 to the WCGS Physical Security Plan.

Supplement 1 to Revision 28 of the Physical Security Plan is being submitted pursuant to 10 CFR 50.54 (p).

The Attachment provides a

description and justification for the changes incorporated by Supplement 1.

The Enclosure contains Supplement 1 to Revision 28 of the WCGS P"ysical Security Plan.

The Enclosure contains Safeguards Information in accordance with 10 CFR 73.21 and therefore should be withheld from public disclosure.

Revision 27 to the Wolf Creek Generation Station (WCGS) Physical Security Plan was transmitted by Reference 1.

Revision 27 incorporated a proposed change to allow material that was searched, loaded, and equipped with a special container seal at another location (another licensee, a contractor, etc.) to enter the Wolf Creek Protected Area without being searched.

Reference 2 indicated that this change required review by the Office of Nuclear Reactor Regulation as a policy issua and may not be implemented pending written acceptance by the NRC.

Based on Reference 2 indicating that written acceptance by the NRC is required, Revision 28 removed this change.

WO 97 0007 Ptga 2 of 2 In a telephone conversation on December 12, 1996, between WCNOC personnel and the NRC Staff, WCNOC agreed to submit a supplement to Revision 28 of the WCGS Physical Security Plan to support the NRC review of the proposed change in Revision 27.

This supplement incorporates the change removed by Revision 28, (Reference 3),

and provides additional clarification of these changes as discussed with the reviewer.

This change will be implemented af ter written acceptance from the NRC.
