Updated Safety Analysis Report Changes Regarding Fire Protection Requirements Gentlemen:
The purpose of this letter is to transmit revised Updated Safety Analysis Report (USAR) pages that have been approved for incorporation into the next revision of the USAR.
The revised pages reflect the relocation of current fire protection Technical Specification (T.S.) requirements into the USAR, including the incorporation of the implied shutdown requirement of Technical Specification 3 7.10.1 ACTION b.
Reference 1 transmitted an application for amendment to Pacility Operating Licenses NPP-30, for the Callaway Plant, and NPP-42, for Wolf Creek Generating Station.
This amendment request proposed modifying existing license conditions regarding fire protection and placing fire protection requirements in plant procedures and the USAR instead of Technical Specifications.
Marked-up USAR pages showing how the relocated T.S.
requirements would be incorporated into the USAR were provided for information with the amendment request.
Wolf Creek Nuclear Operating Corporation (WCN00) formally endorsed this joint application for amendment in Reference 2.
As a result of initial discussions with members of the Nuclear Regulatory Commission (NRC) Staff, minor changes were made to the original amendment request and transmitted to the NRC Staff by Reference 3 8801150165 880108 PDR ADOCK 050 2

In response to questions 2 and 6, WCN00 stated that.the implied shutdown requirements of T.S.
3.7.10.1 ACTION b would be retain!d and would not be modified without-prior approval from_the_-NRC and that the proposed-USAR changes would incorporate these statements.
WCN00 further stated ~that the USAR ohanges L
would be finalized in accordance with the normal USAR revision process, as part of the implementation of the propcsed T.S. revisions.
Based on further discussions with the NRC Project Manager for Wolf Creek Generating Station, WCN00 has agreed to process the changes and transmit the approved _ changes to the NRC staff prior to approval of the amendment request.

Attachment to WH 88-0005 Page 1 of 7 January 8, 1988 USAR ADDITIONS 9.5.1.7 Equipment Operability The technical requirements of the Fire Protection System (FPS) are described in Table 9.5.1-3.
The Fire Protection Manual (FPM) further describes the operability requirements and actions required, if not operable, of the FPS.
A list of all the surveillance procedures required to prove operability of all FPS equipment is maintained in the FPH.
This list also describes the operability requirement that each procedure covers.
9.5.1.7.1 Fire Detection Instrumentation Operability of the fire detection instrumentation ensures that both adequate warning capability is available for the prompt detection of fires and that Fire Suppression Systems, that are actuated by fire detectors, will discharge extinguishing agents in a timely manner.
Prompt detection and suppression of fires will reduce the potential for damage to safety-related equipment and is an integral element in the overall facility fire protection program.
Fire detectors that are used to actuate fire suppression systems represent a more critically important component of a plant's fire protection program than detectors that are installed solely for early fire warning and notification.
Consequently, the ninimum number of operable fire detectors must be greater.
The loss of detection capability for Fire Suppression Systems, actuated by fire detectors represents a significant degradation of fire protection for any area.
As a result, the establishment of a fire watch patrol must be initiated at an earlier stage than would be warranted for the loss of detectors that provide only early fire warning.
The establishment of frequent fire patrols in the affected areas is required to provide detection capability until the inoperable instrumentation is restored to operability.
9.5.1.7.2 Fire Suppression Systems The operability of the Fire Suppression Systems ensures that adequate fire suppression capability is evailable to confine and extinguish fires occurring in any portion of the facility where safety-related equipment is located.
The Fire Suppression Systems cor.sists of the water system,
- spray, and/or sprinklers, Halon, and fire hose stations.
The collective capability of the Fire Suppression Systems is adequate to minimize potential damage to safety-related equipment and is a major element in the facility Fire Protection Program.

- Page 2 of 7 January 8, 1988 In the event that portions of the Fire Suppression Systems are inoperable, alternate _ backup fire-fighting equipment is required to be made available in the affected areas until the inoperable equipment is restored to service.
When the inoperable fire-fighting equipment is intended for use as a backup means of fire suppression, a longer period of time is allowed to provide an alternate means of fire fighting than if the inoperable equipment is the primary means of fire suppression.
The Surveillance Requirements provide assurance that the minimum operability requirements of the Fire Suppression Systems are met.
An allowance is made for ensuring a sufficient volume of Halon in the Halon storage tanks by verifying either the weight or the level of the tanks.
Level measurements are made by either a U.L.,
or F.M.
approved method, or by ultrasonic measurement corrected for temperature using equipment calibrated to standards traceable to NBS.
The term,
' simulated fire' test signal, is interpreted to mean actuation of an automatic Fire Protection System by any of the release mechanisms provided, e.g.,
fire detectors, hand pull stations, fusible line/ mechanical, manual, hydro / mechanical, etc.
In the event the Fire Suppression Water System becomes inoperable, inmediate corrective measures must be taken since this system provides the major fire suppression capability of the plant.
9.5.1.7.3 Fire Barrier Penetrations The functional integrity of the fire barrier penetrations ensures that fires will be confined or adequately retarded from spreading to adjacent portions of the facility.
This design feature minimizes the possibility of a single fire rapidly involving several areas of the facility prior to detection of and extinguishing of the fire.
The fire barrier penetrations are a passive elemer t in ene facility fire protection program and are subject to periodic inspections.
Fire barrier penetrations, including cable penetration barriers, fire doors and dampers are considered functional when the visually observed condition is the same as the as-designed condition.
For those fire barrier penetrations that are not in the as-designed condition, an evaluation shall be performr.d to show that the modification has not degraded the fire rating of the fire barrier penetration.
During periods of time when a barrier is not functional, either:
(1) a continuous fire watch is required to be maintained in the vicinity of the affected barrier, or (2) the fire detectors on at least one side of the affected barrier must be verified operable and an hourly fire watch patrol established, until the barrier is restored to functional status.
