NRC Concern - All outdoor fire hydrants vill be inspected for drainage of their dry barrels immediately prior to freezing vinter weather and for proper functioning immediately after the vinter season.
Met-Ed Response - Met $d is preparing a change to Station Surveillance Pro-cedure 3391-SA1, Revision 0, 04/27/78, Fire Hydrant Inspection, which vill read as follows:
1.0 PURPOSE Toensurehtydrantintegritybyavisualinspectionandbyverifying 1.1 drainage of the dry barrel after flow before and after freezing weather per Attachment 2 of TMINS-UNIT 2 FACILITY OPERATING LICENSE, February 8, 1978, and per the comitment made by lette> dated September 21, 1978 (G4L 1538), in response to NRC coreerns on Fire Protection for Unit 1.

a.
All hydrants shr.11 be inspected during the months of April and October.
b.
Any hydrant used between October 1 and April 30, shall be inspected 1.mmediately following use.
2.2 Surveillance Modes: All modes.
NRC Concern - 1 1h" hose ca.pability will be provided in the outside hydrant hose houses as follows: one 2 " x 1 " x 1 " gated wye with 150' of 1 " hose, and two adjustable 1 " nozzles vill be provided in each hcse house where it may be necessary to extend yard hydrant service into a nearby structure to back up other systems.
Met-Ed Response - There are three outside hydrants which are considered as backup water sources for fire suppression for the Reactor Building, the Diesel Generator Building, and the Intake Screen and Pump House. Met-Ed vill provide the gated wye, hose, and nozzles described above at these outside hydrant hose houses.
