EMERGENCY PLAN With reference to activities authorized by SNM,1097 at the General Electric

fuel fabrication plant in Wilmington, North Carolina, GE submitted a copy of the current Emergency Plan for this plant on August 28, 1978, in accordance with the letter from Mr. J. B. Martin (reference 3).

We recognized that our Emergency Plan needed revision in order to comply with the requirements for categories of information stipulated in Appendix E of 10 CFR 51 and NRC Regulatory Guide 3.42.

At the time of my 8/28/78 letter, we had e revision of these plans underway and I neglected to inform you that the enclosed plan was soon going to be replaced by a more complete revised plan which is being prepared in compliance with requirements.

Therefore, in response to your letter (reference 4), we plan to submit to you on or before January 10,1979 (within 60 days of the date of your letter), a copy of our revised Emergency Plan.

If our schedule for revision of the Emergency Plan changes due to circumstances beyond our control, I will promptly inform you.

We have reviewed the " General Emergency Control Plan" and emergency ~

H procedures for the Wilmington fuel fabrication facility that were j

transmitted by your letter of August 28, 1978. We find that these documents are lacking entire categories of information called for i

in Appendix E of Part 50, such as agreements reached with local, j

state and federal officials.

Furth'rmore, your plan does not follow the fonnat suggested in Annex A~ of Regulatory Guide 3.42 (RG 3.42),

Emergency Planning for Fuel Cycle Facili' ties and Plants Licensed Under 10 CFR Parts 50 and 70. The information submitted is also lacking certain specific important information identified in RG 3.42, such as the minimum frequency for inspection of emergency equipment.

The missing information is needed for us to reach a conclusion on

the adequacy of your arrangements for emergencies.

We request that you prepare a revised emergency plan, in the form of 4

a document separate from your emergency procedures, following the format suggested and supplying the information identified in RG 3.42.

To permit us to meet our schedule for completion of the review of your emergency plan, you should provide us the revised emergency plan within 45 days from the date of this letter.
