SUMMARY

OF MEETING WITH SAF91A LABORATORY On Thursday, November 16, 1978, members of the NRC staff met with representatives of Sandia Laboratory in Albuquerque, New Mexico, to discuss the final Sandia report regarding Generic Technical Activity A-12.

A list of attendees is attached.

A detailed page-by-page review of the Sandia report was performed. As a result, Sandia will revise the report to satisfy the NRC direction related to report organization and content. Several sections of detailed but non-decisional information will be moved into appendices to aid in the flow of information to the reader.

Of much greater importance and significance is what presently appears to be the only conclusion which can be drawn regarding lamellar tearing.

This conclusion is that not enough information is available to state that lamellar tearing can be dismisseu as being of no consequence. Nor does there appear to be any immediate cause for concern. An exhaustive literature survey by Sandia revealed only one case of in-service failure (on truck brakes), although a V. S. Steel report alluded to construction-related problems. The Sandia report will recommend further study, and in fact studies have already been begun at Lehigh University and the University of Tennessee (fundd by Oak Ridge).
