% a s.,,e December 22, 1987 CHAIRMAN The Honorable Marilyn Lloyd United States House of Representatives Washington, D. C. 20515

Dear Congresswoman Lloyd:

I am responding to your letter of October 6, 1987 in which you expressed strong displeasure at the unauthorized disclosure of confidential information about an ongning investigation. The Commission regrets its delay in responding and shares the view that such unauthorized disclosures do an injustice to individuals under investigation. Moreover, they harm the investigative process as a whole. The Cnmmission will not hesitate to take appropriate actions with regard to any NRC personnel found to have breached the confidentiality of an investigation.

Since the date of your letter, discussions have been held with you concerning the circumstances under which information regarding the investigation was provided to Congressional staff. Consistent with our obligations to the Department of Justice, we shall continue to keep you advised of any further developments in what we agree is a matter of serious concern.

Sincerely, Lando W. Z ch, Jr.
