Dear Dr. Murley:

I am writing you to request a meeting between appropriate Nuclear Regulatory Commission and Vermont officials on two proposals by the Vermont Yankee Nuclear Power Corporation to reduce the amount of testing of safety equipment.

I am concerned that a decrease in the testing may adversely affect the reliability of the safety systems. This would reduce the assurance that.the public is being adequately protected against accidents at Vermont Yankee.

The potential adverse _effect on the reliability takes on added importance in view of Vermont Yankee's intention to increase its operating cycle from one year to 18 months, and the aging of the plant.

More testing is not necessarily the most appropriate way to provide increased reactor safety; however, any decrease in

. testing should be approached cautiously and not authorized without a thorough, comprehensive analysis. This is necessary in order for me to be able to assure that the citizens of the State of Vermont are being adequately protected.

I hope we will be able to schedule a meeting sometime in the very near future.
