OPERATOR LICENSING EXAMINATION REPORTS NO. 50-266-96303(OL):
50-301-96303(OL) AND NOTICE OF VIOLATION
Dear Mr. Patuiski:

This refers to the NRC administered initiallicense examinations conducted by
Mr. J. Lennartz and others the week of October 7,1996. The examinations were
i
administered to seven employees of your company who had applied for licenses to operate
the Point Beach Nuclear Plant, Units 1 and 2. At the conclusion of the examination
process, preliminary findings were discussed with those members of your staff identified in
the enclosed report.
Two applicants failed the operating examination due to unsatisfactory performance on
Administrative Job Performance Measure tasks. Five applicants passed the examinations
and will be issued licenses. However, two of those five applicants demonstrated
performance weaknesses on the administrative tasks.

Additionally, an inspection 'o assess an apparent training weakness and procedure
deficiency related to the /b VDC Electrical Distribution System identified during initial
license examination administration was conducted from November 20-27, 1996. Based on
the results of this inspection, the NRC has determined that a violation of NRC requirements
occurred. This issue is cited in the enclosed Notice of Violation, and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. Include in your response the corrective
actions regarding the 125 VDC Electrical Distibution System training weaknesses and the
performance weaknesses demonstrated on the Administrative Job Performance Measure
Tasks. The NRC will use your response,in part, to determine whether further enforcement
action is necessary to ensure compliance with regulatory requirements.
