Operating License No. DPR-50 Docket No. 50-289 Fire Protection In response to your telecopy of August 29, 1978, and the telecon between your Mr. G..B. Zvetzig and Met-Ed's Mr. R. J. Stevens, the following is submitted.
1.
NRC Concern - Regarding your response to Position P16 contained in your letter of June 12, 1978, indicate that the study vill include consideration of'the adequacy of emergency lighting to support fire ffghting activities (access routes, etc.) as well as safe shutdown.
Met-Ed Response - Met-Ed vill include consideration of the adequacy of emergency lighting to support fire fighting activities (access routes, ete-) as well as safe shutdown.

NRC Concern - Indicate your commitment to provide ten self-contained breathing apparatus units, dedicated to fire fighting use at TMI-1.
Met-Ed Resnonne - TMI-1 currently maintains 23 OBA's distributed through-out'the plant for emergency use.
Health Physics Procedtre HP 1616,
. Revision 6, Section 5 91 states, "The respiratory equipment that is

Director of Huelcar Beactor Regulation September 8, 1978 GQL 1488 termed " Emergency. Respiratory Equipment" is tabulated on Form 1616-1' showing the kit' number and location.
This equipment is to be sealed in its kit and reserved for Emergency Use Only. An emergency situation could be a fire or a sudden onset of radioactive airborne contamination or a toxic gas release, etc. Situations such as routine work
....-do not warrant the use of equipment set aside for Emergency Use Only."
Based on the above, Met-Ed feels that your concern is adequately addressed in that 23 OBA's are reserved for Emergency Use Only, which includes fire'fi6hting activities.
