SUBJECT:
REQUEST FOR -A VERSION RE: FINAL SAFETY EVALUATION FOR ARGONNE NATIONAL LABORATORY QUALITY ASSURANCE PROGRAM PLAN FOR SODIUM FAST REACTOR METALLIC FUEL DATA QUALIFICATION ANL/NE 16/17 REV 2
Dear Dr. Hill:
By letter dated May 30, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19156A404), Argonne National Laboratory (ANL) submitted for U.S.
Nuclear Regulatory Commission (NRC) staff review, Quality Assurance Program Plan for SFR
[Sodium Fast Reactor] Metallic Fuel Data Qualification. The NRC staff sent a request for additional information to ANL on September 26, 2019 (ADAMS Accession No. ML19263D296).
By letter dated October 21, 2019 (ADAMS Accession No. ML19311C506), ANL submitted Quality Assurance Program Plan (QAPP) for SFR Metallic Fuel Data Qualification ANL/NE 16-17 (Revision 2). The NRC staff completed its review and determined that the QAPP satisfies the quality assurance requirements of Appendix B to Title 10 of the Code of Federal Regulations Part 50 Domestic Licensing of Production and Utilization Facilities. The final safety evaluation (SE) was previously provided to you on April 29, 2020 (ADAMS Accession No.ML20106F242).
The NRC has found that ANL/NE 16-17 Revision 2 is therefore acceptable for submittal of the
-A version. The associated SE defines the basis for acceptance of the QAPP.
Subsequent to completion of the SE, in a May 15, 2020, e-mail from Lucieann Vechioli (NRC) to Abdellatif Yacout (ANL), the NRC requested that ANL submit the -A version of ANL/NE 16-17 Revision 2 (ADAMS Accession ML20141L513). The QAPP -A version should be submitted as a package as described below.
The NRC staff requests that ANL publish the applicable version of the SE identified above within three months of receipt of this letter. The accepted version of the QAPP shall incorporate this letter, the SE, the request for additional information resolution, and the -A (designated accepted) following the report identification number.
R. Hill If the NRC staffs criteria or regulations change, so that its conclusion that the QAPP is acceptable is invalidated, ANL and/or the applicant referencing the -A version will be expected to revise and resubmit its respective documentation or submit justification for continued applicability of the SE without revision of the respective documentation.
After receiving the package with the -A version, the QAPP will be made available for public inspection through the publicly available records component of NRCs ADAMS.
If you have any questions or comments concerning this matter, please contact Lucieann Vechioli at 301-415-6035 or via e-mail at Lucieann.Vechioli@nrc.gov.
Sincerely,
/RA/
