Gerard van Noordennen, ZionSolutions, Letter to U.S. Nuclear Regulatory Commission, "Final Status Survey Final Report - Phase 3," dated December 30, 2019 The Zion Station Restoration Project License Termination Plan (L TP) describes the process of releasing land for unrestricted use. The L TP, Section 5.11, states that the Final Status Survey (FSS)
Final Report will be provided to the Nuclear Regulatory Commission (NRC) in phases as remediation and FSS are completed with related portions of the site. By letter dated December 30, 2019, ZionSolutions submitted the FSS Final Report for Phase 3 (Reference).
In February 2020, ZionSolutions identified an error in the evaluation of multiple FSS samples that were analyzed for hard-to-detect radionuclides by an independent laboratory. The minimum detectable concentration for Sr-90 exceeded the operational derived concentration guideline levels for subsurface soils in four samples from four different survey units.
The purpose of this submittal is to transmit revised FSS release records for four Phase 3 survey units.
The reanalysis and subsequent revisions to the release records did not result in required changes to the FSS Final Report for Phase 3; therefore, the report is not included as an enclosure as it was previously submitted.
ZionSolutions hereby requests the NRC review the following revised release records for acceptance of this portion of the site final radiological survey by June 20, 2020.
