This email is a follow-up to our recent telephone conversation. The NRC staff understood the conversation as you requesting that, in addition to 10 CFR 55.53(e), the NRC approve an exemption from 10 CFR 55.53(f) for licensed operators at ISU such that if they had failed, before the issuance of the 10 CFR 55.53(e) exemption, to perform licensed functions for a minimum of four hours per quarter due to the COVID-19 public health emergency, they would not have to meet the requirements of 10 CFR 55.53(f) before resuming licensed functions. The NRC staff also understood that you proposed the same compensatory measures for the 10 CFR 55.53(f) exemption as for the previously requested 10 CFR 55.53(e) exemption. Finally, the NRC staff understood that you were also requesting for these compensatory measures to satisfy the Additional training requirement of 10 CFR 55.59(b) in the event that licensed operators would not be able to comply with the active status and the resumption of licensed functions requirements of the ISU requalification program.

Please respond whether this is a correct understanding of your request and then the NRC will be able to complete its review of the request.
