A Quality Assurance Program For 'Ihe Procurement, Use, Repair and Transport of Packages Containing Radioactive Source Material 1.0 PUR10SE The purpose of this Quality Assurance Program is to assure that all radioactive source material is procured, used, repaired and transported in accordance with applicable Federal regulations 'regarding such activities in empliance with the requirements of 10 CFR Part 71.
2.0 RADIOACTIVE MATERIAL PACKAGING 2.1 Each exposure device and source container permanently acquired by ANR Pipeline shall, in and of itself, without benefit of overpack, constitute a type B package as defined in 49CFR 173.394.
a.
An NRC approved certificate of cmpliance accmpanied by appropriate drawings and parts lists shall be obtained from the manufacturer for each package model used by ANR Pipeline Gmpany.
b.
Each manufacturer / vendor shall provide doctrnentation of NRC approval of the manufacturers quality assurance program.
2.2 PACKAGE REPAIR:
No repairs to the source contairinent and shielding portions of a.

a radioactive source container shall be attempted by ANR i
Pipeline Company personnel.
b.
All repairs to source containment and shielding portions of source containers shall be performed by the manufacturer.
c, Repair of radioactive source containers by ANR personnel shall be limited to exterior cmponents of the source container.
1.
Replacement parts shall be acquired from the container manufacturer and shall be as specified on the parts list and drawing attachment of the NRC certificate of cmpliance for the specific package design.
3.0 RECEIVING RADIOACTIVE MATERIAL (SEALED SOURCES)
Emergency and Operating Procedures, Part A entrneraces the procedures for receiving a shipnent of radioactive material.
I 3.1 Specific items to be inspected are:
- a. Tags and labels must be affixed in accordance with 49CFR 172.403.

- b. The indicated transport index (dose rate 3' feet frm the ~
package) must not exceed the radiation dosage found during the required package receiving survey.
- c. The wire seal on the shipping container must be intact upon receipt of the package.
- d. Leak test reports should accmpany each package.
- 1. If leak test report is not supplied, a leak test must be per-formed per operating procedure part 4,. item 6.
- e. Deviations and abnormalities shall be reported inmediately to the Radiation Safety Officer.
4.0 SHIPPING RADIOACTIVE MATERIAL (SEALED SOURCES) 4.1 Source exchanger / exposure device must be secured and locked,
- a. Perform survey and verify source is in shielded position.
4.2 Place the wire security seal on the lid closure clamp.
4.3 Perform radiation survey of container (3 feet frm package) to determine the transport index.
4.4 Affix appropriate warning labels using the following criteria:

4.5 Labeling

- b. Outside shipping container label must read "Inside container in accordance with NRC certificate of cmpliance number 9160 for type B package (49CFR - 172.310)"
(Air shipments must be labeled " Cargo Aircraft Only".
4.6 Shipping papers:
Information supplied on shipping papers must contain the following information:

Radioactive Material, Special Form, N.O.S.
i b.
Ntsnber of curies of IR 192 special form.
c.
Type of warning label, (i.e., Type II or Type,III).
d.
Transport index e.
N.R.C. Compliance Certificate ntauber.
f.
If air cargo, include statenent "This shipnent is within limitations prescribed for carg x nly aircraft.
5.0 TRANS10RTING RADIOiBCIIVE MATERIAL (SEALED SOURCES) 4 Emergency and Operating Procedures, part II, iten 3.0 supply the required methodology for transporting radioactive isotopes.
a.
The transportation container described in 3.2 of part II shall conform to the radiation dosage limits for long tenn storage as defined in 10CFR 20.105(b).
It shall be used as such only within the limitations provided by " Emergency and Operating i
Procedures, part II, item 3.7.
In addition, the transportation container shall be labeled with a " Radioactive Yellow II" label.
b.
The following information must be recorded on the " Daily Usage" report prior to transporting radioactive material.

of supporting and supplanental doctanents of which conprise the i
Quality Assurance /Ouality Control program.
The audit shall determine the presence or absence of all required doctanents and reports.
Inspection of storage facilities, and transporting equipnent shall be performed.
The term " Annual" audit shall not preclude options for a.
i additional audits to assure that corrective actions are i
taken on cited deficiencies and non-canpliances.
6.2 Annual audits shall be performed by individuals who have no responsibilities in the radiation safety ~ and radiographic

activities.
6.3 'Ihis annual audit shall be performed independent and not in con-junction with quarterly and annual audits which are performed by j
the Radiation Safety Officer or Assistant Safety Officer.
6.4 A check list of items to be audited is supplied for convenience.
