NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on January 1 through February 28, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

Technical Specification 6.8.1.a requires that written procedures shall be. . .

implemented . . . covering the applicable procedure recommendations of Appendix A of Regulatory Guide 1.33. Revision 2, 1978. Appendix A of Regulatory Guide 1.33 lists the following activities under Administrative Procedures:

- Authorities and Responsibilities for Safe Operation. . .

Shift and Relief Turnovers Detroit Edison Procedure P0M 21.000.01, " Shift Operations and Control Room,"

delineates the shift turnover responsibilities of the Nuclear Shift Supervisor (NSS), the Nuclear Assistant Shift Supervisor (NASS), and the Nuclear Station Operator (NS0). Included in the responsibilities is a review of each combina-tion operation panel for off-normal conditions.

Contrary to the above, on February 2 and 3, 1986 the licensee failed to follow Procedure 21.000.01 in that for two shift turnovers and intervening shifts they failed to detect or recognize that the Active Seismic Monitor was in an off-normal condition as indicated by the presence of a lighted control room annunciator.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
