1. On February 20, 1986 the Town of Amesbury, Massachusetts filed a request to participate in this proceeding under the provision of 10 CFR 5 2.715(c). Designated representative is William B. Lord, Member, Board of Selectmen, Amesbury, Massachusetts.
2. Records of this Board reflect that the Town of Amesbury, Massachusetts submitted a request to participate as an interested municipality on March 23, 1983.1
3. By an Order of this Board on April 5,1983, the Board admitted the Town of Amesbury, Massachusetts as an interested municipality and I Letter to Helen F. Hoyt, Esq., Chairman, Atomic Safety and Licensing Board, signed by Rosemary Cashman, Chairman, Board of Selectmen, Town of Amesbury, Massachusetts. Request designated Maynard B. Pearson, Directors of Amesbury's Civil Defense as representative in these proceedings.

supplied the municipality with a copy of the offsite emergency planning contentions ~ filed as of March 30, 1983.

4. In an Order of the Board dated January 17, 1986, all parties have been pennitted to file contentions based on the latest drafts of the State of New Hampshire plans formally submitted to FEMA on December 9, 1985 and to the NRC Staff on January 6, 1986 with Staff transmission to the parties and this Board on January 10, 1986.
5. In view of our Order of January 17, 1986, the Board has determined that the Town of Amesbury, Massachusetts may continue its participation as an interested municipality upon compliance with the provisions of 10 CFR 5 2.715(c) which provides that:

. . . The presiding officer may require such representation to indicate with reasonable specificity in advance of hearing the subject matters on which he desires to participate.

(Emphasis supplied.)

6. By this Order the Board is requiring the Town of Amesbury, Massachusetts to state their snbject matters of interest in these latest State of New Hampshire plans without reference to any previous drafts of these plans. Those interests described by Amesbury in the Request to Participate dated February 20, 1986 are too general for the Board to determine with any degree of specificity the matters on which the Town wishes to participate.
7. Accordingly, the Board will withhold any further action en the Town of Amesbury, Massachusetts participation under 10 CFR 9 2.715(c) until the Board receives a precise statement from the newly designated representative, William S. Lord, which will state with reasonable l

specificity the subject matters on which the Town of Amesbury, Massachusett's wishes to participate in order that this Board and the parties to this proceeding will be clearly advised of those interests.
