Dear Mr. Keppler:

DOCKET NOS. 50-266 AND 50-301 RESPONSE TO IE BULLETIN 85-01 POINT BEAC!' NUCLEAR PLANT, UNITS 1 AND 2 IE Bulletin No. 85-01, " Steam Binding of Auxiliary Feedwater Pumps", was issued on October 29, 1985 to inform all licensees of a potential safety problem involving the operability of Auxiliary Feedwater (AFW) pumps as a result of steam binding.

Licensees were directed to perform certain surveillance activities on Auxiliary Feedwater equipment, to develop certain procedures, and to train personnel on the procedures. A written report, within 120 days of the date of the bulletin, documenting the response actions was also directed.

The following action items which we believe are necessary to comply with the requirements of IE Bulletin 85-01 have'been either completed or scheduled to be done as noted below:

Regular Monitoring of AFW System Fluid Conditions A once-per-shift check of AFW piping temperature was added to the Unit 1 Titrbine Auxiliary Operator log on December 16, 1985.

Operations personnel began using the logs on December 22, 1985.

Checks will continue to be made in accordance with the logs until hardware modifications are made and system parameters indicate the likelihood of steam binding has been reduced. Possible hardware modifications for the AFW system are presently under investigation.

Keppler February 25, 1986 Page 2 Develop Procedures for Recognizing Steam Binding and Restoration of Steam Bound AFW System An Abnormal Operating Procedurei (AOP 2C) addressing recognition of potential and actual steam binding, including restoration actions, was implemented on January 10, 1986. Training on IEB 85-01, the' log change and AOP.2C will be given to Operations personnel during the six-week training cycle beginning February 23, 1986.

Approximately 12 man-hours were expended in the review, testing and preparation of the documentation associated with this bulletin.
