Dear Mr. Martin,
Enclosed please find a revised Section 4.5.3, Control Response, to the UNC Naval Products Fundamental Nuclear Material Control Plan. This change to Chapter 4, Measurements Control Program, was as a result of discussions held during inspection 85-14.
We have also made a general revision to our FNMC to provide a clearer copy and eliminate reading difficulties brought on by prior revisions which made continuity of paragraphs hard to follow. We made these revisions without any change in substance in the Plan.
Figure 2.1 was changed to delete the dog pen and Trailer 4, which we have cleaned out completely and eliminated as storage areas.
We also expanded ICA4 to show a new addition. These changes were made within the scope of ICA1, ICA4 and ICA7 which still exists as functional SNM areas.
I do not consider these changes to decrease the effectiveness of the UNC Naval Products FNMC Plan and are reported herewith in accordance with the provisions of 10 CFR 70.32(c). I also consider this letter and the enclosed Plan to contain information regarding our control and accounting procedures for safeguard-ing SSNM and, as specified in 10 CFR 2.790(d) are not to be placed in the public document room.
