XCOM1074, EXPORT OF ZIRCALOY-4 TREX FOR FUEL CLADCING TO BE USED IN THE ATUCHA AND EMBALSE POWER REACTORS IN ARGENTINA As requested in your memorandum of February 13, attached is a copy of a cable from the American Embassy in Buenos Aires, Argentina (Buenos Aires 08657, dateo 19 Aug 02) to the U.S. Department of State which provides assurances from the Government of Argentina that the zircaloy-4 tubing will: 1) be used solely for peaceful nuclear activities; 2) not be used for any nuclear explosive ends, or in any way that promotes any military end; 3) not be used in any nuclear installation that is n'.t under safeauards; and 4) not be exported f.om Argentina without the pavious cor*, ant of the Government of the 6.hed State.:.
