Waterford 3 SES Docket No. 50-382 License No. NPF-30 Roquest for Additional Information Concerning Waterford 3 Technical Specification Change Request (TSCR) NPF-38-118
. Gentlemen:
This letter is provided as follow-up to telephone conversations occurring on July 30 and 31, 1992 between Waterford 3 and members of your staff.
During the July 30th conference
- call, specifics concerning technical specification surveillance testing en the engineered safety features (E5PA5) actuaatic actuation logic initiation relays were discussed. This discussion' centered around the testing and the types of relays involved (Matrix Logic Relays).
As a result of this conversation the. staf f requestod Waterford 3 to suppletrent licensee-letters associated with the subject TSCR (i.e.,
submittals dated October 11, 1991 and December 18, 1991) with additional ~information describint the type, manufacture and model numbers of the relays involved.
Attachment A of this submittal provides the-requested information.
On July 31, 1992 Materford 3 contacted the staff in order to provide clarification concerning the relays appearing in Attachment A under group listing "ESF Relay Logic'. Although not discussed in the July 30th conversation, these relays are part of the ESFAS automatic actuation logic initiation and therefore, within the scope of the subject license amendment and Combustion Engineering Owners Group Topical Report CEN-327, "RPS/ESFAS Extended Test Interval Evaluation".
-It should be noted that the testing
- frequency acsociated with the "ESF Relay Logic" is four to one over the " Matrix Logic Relays".
Relays listed under " ESP Relay Logic" on Attachnent A are located downstream of the matrix relays and as such they are subjected to testing each time a channel is tested.
Currently one channel out of four is tested each week (i.e.

Under the subject TSCR one channel could be tented every three weeks such that all four channels are tested quarterly.
This would subject the relays listed Undet "ESF Relay Logic" on Attachment A to testing approximately every three weeks.
