SEQUOYAll NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CllANGE 92-09, "TS 3.0.4 EXCLUSION FOR ICE BED TEMPERATURE MONITORING AND CONTROL ROOM EMERGENCY VENTILATION" l ,

l l In accordance with 10 CFR 50.90, we are enclosing a requested amendment i to Licenses DIR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change adds an exclusion to TS 3.0.4 for Action a, of TS 3.6.5.2 (ice bed temperature monitoring system) and the Mode 5.and 6 actions of TS 3.7.7 (control room emergency ventilation system)- .

The proposed TS change is identified in Enclosure 1. The justification l for the proposed TS change is provided in Enclosure 2. A proposed-I determination of no significant hazards consideration perforined pursuant to 10 CFR 50.92 is provided in Enclosure 3.

'IYA requests a 30-day itoplementation period for this TS change following issuance. . Picase note that the next opportunity to utilize this relaxation to the current TSs is during the upcoming Unit-1 Cycle 6 refueling outage currently scheduled to start April 3.'1993.
