Re: Freedom of Information Act Request

Dear Mr. Grimsley:

Under the provisions of the Freedom of Information Act, 5 U.S.C. 552 I am requesting information regarding shipment of hazardous waste f rom two nuclear power plants in Louisiana to hazardous waste disposal firms.

The two nuclear power plants are the River Eend nuclear plant near St.

Francisvill', l.a., and the Waterford 3 nuclear plant near K111ona, La.

e My requests are as follows:

1) What procedures are used at these two plants to determine that waste is not radioactive and can be shipped to a hazardous waste disposal firm not licensed to bandle radioactive materials? Please describe the procedures in depth and provide copies of the procedures if they are written.
2) Are the procedures used for such shipments from these two plants the

.same.as procedures used at other NRC~ regulated power plants nationwide? If not, how do they dif fer f rom procedures. at other plants?

3) How v.uch radiation is allowed in waste that is determined to-be hazardous and allowable for shipment to a commercial hazardous waste disposal firm? If the levels are different for different radioisotopes, please provide the different levels.
4) Are the~1evels used at these two plants the same as levels used at other NRC-regulated power plants nationwide? If not, how do they differ from levels at other plants?
5) Please provide copies of, or access to, documents showing the results of

'radioassays of waste-from both plants shipped to commercial hazardous waste disposal firms in 1986, 1987,-1988 and 1989. I am willing to travel to the plant sites to review the information.

SHow nuch waste did each of these plants send to commercial hazardous te disposal firms from 1986 to the present? How much wasce did each vt plant: send to each firm in each of those years?

.lf there are any fees for searching for, or copying, the records I have requested, please inform me before you fill the request.

As you may know, the Act permits you to reduce or waive the fees when the

^ release of the information is considered as "primarily benefiting the public." I believe that this request fits that :ategory and I therefore ask

'that you waive any fees. The information requested is-needed for a newspaper article about disposal ~of hazardous vaste, an issue of interest to the public.

If it is necessary to break this request into sections in order to e'pedite x

-transmission of the document.s'I am seeking, please do so. However, I would like-to be informed if the request is separated into sections.

If,all or any part of this request is denied, please~ cite the specific

' exemption that you believe justifies your refusal to release the material

- and inform me of your agency's administrative appeal procedures available
