Establish Administrative Goals for Fire Protection.

Interfaces and responsibilities.

. Develop procedure for Fire Protection Program.

The Fire Protection activities within the engineering department have been consolidated under the control of one group. The Nuclear Plant Engineering (NPE) Fire Protection Group '.as a dedicated supervisor who reports to the General Maaager, NPE via the Assistant General Manager, NPE.

T'ojan Plant Procedure (TPP) 13-7, Fire Protection Program Responsibilities, was issued to define organizational interfaces and responsibilities for implementing Trojan's Fire Protection Program.

TPP 24-1, Equipment Control Guidelines for Appendix

'R' to 10 CFR 50 Safe Shutdown Equipment, was issued to clarify administrativo requirements for Appendix

'R' safe shutdown equipment.

Revise Portland General Electric Company (PCE)-1011, Complete Fire Protection Plan Program Description.-

The completion date for this task w;A changed to July 30, 1992 by our letter (VPN-118-92; dated-May 6,1992 to accommodate an extensive internal review of PGE-1012 Amendment 12.

Document Program Goals and Standards.:

Complete

. Use of Title 10 to the Code of Federal Regulations, Part 50.59 (10 CFR 50.59) evaluations and exemption requests under Generic: Letter 86-10.

. Establish performance standards for the Fire Protection Program.

A review of the use of 10 CFR 50.59 evaluations and exemption requests under-the guidelines of Generic letter 86-10 was performed and clarifying guidance was issued.

An NPE operating plan for Appendix

'R' and Fire Pro-tection was created to establish goals, objectives, and define activities for the Fire Protection Program upgrade effort. Nuclear Engineering Manual Procedure (NEMP) 18.18.1, Upgraded Fire Protection Program Document dierarchy, was issued to provide an overview of the documents which describe and implement the upgrade program.

Issue Fire Protection Program Procedures.

Complete

. Procedures to include a review of design basis and analysis assumptions when making changes to the safe shutdown analysis or its implementing procedures.

This task was completed with the issuance of TPP 13-7, NEMP 18.18.1, and NEMP 18.18.2, Instructions for Conducting and Implementing 10 CFR 50 Appendix R Analysis Upgrade.

Complete Safety Sequence Diagram.

09/15/92

. Reevaluate present approach to Appendix 'R' safe shutdown.

The safe shutdown safety sequence diagrams are in final draft. Because receipt of the diagrams is not expected from the engineering vendor until mid-August 1992 and an internal review and approval of the diagrams will be performed, the estimated completion date for this task has been changed from August 15, 1992 to September 15, 1992.

Complete Electrical Circuit Analysis.

. Emergency Fire Procedure (EFP) background documents will be updated to be consistent with EFPs and modified spurious operation analysis.

Procedures, assumptions, and methodology supporting the electrical circuit analysis have been completed.

The cable and subcomponent selection for the circuit analysis has begwi.

Updating of the EFP background documents to ensure their consistency with the EFPs and the modified spurious operations analysis is on schedule.
