V0GTLE ELECTRIC GENERATING PLANT JfLSLRVICE INSPECTION

SUMMARY

REPORT Enclosed are LVolumes 1 and 2 of the Vogtle Electric Generating Flant, Unit

'2:(VEGP-2)-Inservice Inspection (ISI) Final Report which constitute the "0wner's Report for Inservice Inspection-(Form NIS-1)" required by Subsubarticle IWA-6230 of the American Society of Mechanical Ecgineers

(ASME) Boiler and Pressure Vessel Code,Section XI, 1983 Edition with

. Addenda through Summer 1983.

Inservice inspection activities conducted at

<VEGP-2 during the Spn ng 1992 maintenance / refueling outage are discussed therein. Also included therein-are "0wner's ' Reports for Repairs or

. Replacements (Form NIS-2)" for repairs and/or replacements documented at VEGP-2 from the end of the previous maintenance / refueling outage through the Spring 1992 ' maintenance / refueling outage.

In addition, several NIS-2 reports on repairs and/or replacements which were inadvertently omitted c

from the previous VEGP-2 inservice inspection summary report are specifically: identified in the enclosed Volume 2.

Volumes 3 through 7 of the ISI Final! Report contain information not typically provided la the "0wner's Repcrt for'Insarvice Insp ction (Form NIS 1)"; e.g., personnel

. ],

certifications, nonda ;ructive examination procedures, etc., and are not c'

included ~ herein.

Volumes 3 through 7, however, are available for review W

'upon.reque:t at the plant site.

With regard to.the NIS-2 reports on repairs and/or replacements, only the Ecompleted'NIS-2 forms are being submitted. Any attachments, e.g., code data reports, etc., that are referenced in the completed NIS-2 forms will be made available for review upon request 'at the plant site.

Contained.in the VEGP-2 "0wner's Report for Inservice Inspection (Form i

NIS-1)" is a discussion on the inspection of steam generator. tubes performed during the Spring 1992 maintenance / refueling outage. That discussion constitutes the Special Report required by VEGP Technical

> Specification 4.4.5.5.b-to' be submitted to the U. S. Nuclear Regulatory P

Commission (USNRC)'within 12 months following completion of the steam

generator. tube inspections. Accordingly, there will not be a separate submittal made to the USNRC on the inspection of the steam generator tubes

performed during the subject outage. By copy of this letter, the appropriate USNRC Regional Administrator is being provided topies of the enclosed-report volumes; thus, compliance with the requirements of VEGP Technical Specification 6.8.2 for submittal of Special Reports to the appropriate Regional Administrator is met.

By Gecrgia Power Company (GPC) letter MSV-00703 dated September 23, 1991, the USNRC was notified of the use of potentially defective Magnaflux material at VEGP-2 during its first maintenance / refueling outage (Fall 1990). The subject Magraflux material was subsequently recalled as discussed in USNRC Information Notice 91-31, " Nonconforming Magnaflux Magnetic Particle (14AM)-Prepared Bath", dated May 9, 1991.

Components which were examined using potentially defective material included selected Reactor Pressure Vessel (RPV) closure head studs and nuts.

Since the l

potcetially defective material had been used unknowingly at the time, GPC i

f

. committed to re-examine the RPV closure head studs and a portion of the

nuts during the next maintenar,ce/ refueling outage (Spring 1992). The l

specific components examined and the results thereof are itemized in the 6

enclosed Volume 1.

Five copies:of Volumes 1 and 2 of the ISI Final Report for the Spring 1992 h

maintenance / refueling outage are provided for your review.

Two copies of L

the subject report volumes are being prov$ id to the Regional Administrator for.USNRC Region II, s

LShould there be any questions in this regard, please contact this office.

Sincerely, f

C. K. McCoy CKM/JAE/jae f
