REQUEST FOR RELIEF FROM SPECIFIC ASME CODE REQUIREMENTS -
CONTAINMENT AIR COOLER CODE REPAIR (TAC NO. M81547 )
By letters dated September 9, 1991, January 16, and March 18, 1992, Consumers Power Company requested relief from Section XI of the ASME Code for making non-code repairs to three containment air coolers at the Palisades Nuclear Plant.
The NRC staff has evaluated the request for relief and has determined that code repairs are impractical.
Pursuant to 10 CFR 50.55a(g)(6)(i), the staff finds that the use of the proposed clamps for repair is appropriate and relief is granted until the cooling coils are replaced over the course of the next several refueling outages through 1996, according to the schedule submitted.
Installation of the submitted clamp designs may proceed, at your discretion, for the three containment air coolers for which you requested relief, and on the fourth cooler as needed up to the weight limit imposed by seismic calculations.
The basis for our findings and additional conditions and recommendations are provided in the enclosed Safety Evaluation.
This action completes the staff review effort for this item.
