6) CPC Letter to NRC dated March 18, 1992 The oubject Confirmatory Action Letter summarized previous discussions between CPC and the NRC staff related to the failed flow distributor (FB/FD) hold-down bolt and our planned actions. In summary, these actions included an evaluation to demonstrate the capability of the rensining three bolts to retain the FB/FD, consequences of bolt failure, and a 10CFR50.59 evaluation to support

. interim plant operation in this condition. The letter also required that CPC fully address these actions in a meeting with the Region III Administ:rator' L prior.to plant start-up. At that time, CFC wauld also addrese long term corrective actions.

As discussed-in the referenced letters, CPC had completed its evaluation of M

the hold down bolt failure and interim plant operation and presented the

!- results to NRC staff personnel. However, following extensive discussions and efforts in responding to questions concerning these evaluations, Consumers Power Company has decided to extend the current outage to repair the flow distributor / flow baf.fle hold down bolt prior to plant start-up. Although we continue to believe that there was no increased risk associated with the safe operation of the plant due to the f ailed FB/FD bolt, we have not becu successful I

As- discussed in our letter dated March 12, 1992. CPC has concluded that replacing the fout (4) hold down bolts for the south FB/FD vould restore the .

system to original design. Also, since the repair activity will require removal of both the north and south FB/FD and the Core Support Plant, our current plans'are to replace all eight (8) hold down bolts, This would also eliminate' any concerns if they exist as to the adequacy of the bolts on the -

north FB/FD Consumers Power will also attempt to validate its position that the remaining bolts on the south FB/FD have not lost their pre-load, providing this can be accomplished without schedule delays or significat.t radiation

Consumers Power Company requests that we be released from the subject Confirmatory Action Letter based on our commitment not to restart the plant until the repairs are completed.
