SECY paper is scheduled to be declared publicly available on May 19. I wasnt aware that Office of the Secretary to the Commission (SECY) allows a period of time from when paper is sent to Commission until made publicly available to afford time for Commission to review. I will forward ADAMS public hyperlink to you on May 19.
