Dear Ms. Atack,

This letter responds to your letter, dated April 14, 2020, requesting assistance from the Defense Counterintelligence and Security Agency (DCSA) in the U.S. Nuclear Regulatory Commission (NRC)s review of the foreign ownership, control, or influence (FOCI) posture of Global Laser Enrichment (GLE). DCSA is pleased to support your request. DCSA is committed to assisting its fellow components across the U.S. Government with FOCI mitigation to the extent possible, consistent with policy, and with current resource availability. To that end we look forward to supporting your request to assist with reviewing the FOCI at GLE. DCSA does not believe a Memorandum of Understanding (MOU) is needed at this time to effect the GLE review, but DCSA is willing to explore whether a MOU would be necessary or proper in the future to facilitate review of FOCI at other contractors.

My staff is reviewing the documents your staff has provided in connection with GLE, and will reach out if any additional information or materials are required. We anticipate being able to deliver responses to the questions posed in your April 14 letter on or before August 1, 2020.
