NOTIFICATION OF CLOSURE OF GENERIC LETTER 89-10

j This letter notifies the NRC that Pilgrim Nuclear Power Station (PNPS) has completed actions necessary to satisfy the requirements for Generic Letter 89-10, Safety-Related Motor-Operated Valve (MOV) Testing and Surveillance"(Ref.1, item m). These actions address the concerns raised in GL 89-10 regarding MOV performance. The following paragraphs summarize the actions we took in response to our commitments contained in gb BECo Letter No.97-025 (Ref. 2).
We performed a comprehensive design basis review for each MOV identified within the scope of GL 89-10.
This review included reassessment of system flow conditions,
,{J electrical supply capabi!ity, actuator / valve capability, and thrust / torque requirements.
Design basis documentation reflecting the operation of each MOV was revised as I
necessary during this review.
Applicable program MOVs were tested under static conditions at least once to verify the control switch settings result in an acceptable amount of delivered torque or thrust at control switch trip. The settings have been established to ensure appropriate response under design basis conditions. Flow testing was performed to the extent practical to l
ensure representative flow test data is available for MOVs covered by the MOV program.
l Industry data was also considered as part of this effort. Documentation associated with this effort has been retained.

j Standards and procedures have been developed to ensure that continuing design, testing,
' contr'ol switch adjustment, and maintenance activities are performed in a consistent and controlled manner. The incorporation of test results obtained prior to or during Refuel Outage #11 into design documentation is still ongoing, and periodic retest frequencies will be established based on GL 96-05 and as-found conditions observed during preventive maintenance and testing.
Our progress from inception to completion of the GL 89-10 project is presented in our Long Term Program Semi-Annual Report, Schedule B, LTP No. 487 (Ref. 2).
This correspondence completes our response to GL 89-10.
