Based on the results of an NRC inspection conducted during the period of December 2-6, 1985, it appears that one of your activities was not conducted in conformance with your commitments to the Commission. Based on the results of the inspection and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, (1985), the following deviation was identified.
The Environmental Report-0perating License Stage (ER-OLS), Section 6.1.5.5, summarizes the preoperational environmental monitoring program in Table 6.1-17, and the detection capabilities for environmental sample t
analysis in Table 6.1-18.
Table 6.1-17 contains a commitment to analyze,.
by means of gamma isotopic analysis, monthly samples of.broadleaf vegetation.
Table 6.1-18 lists the maximum value for the lower limit of detection (LLD) for the analysis of iodine-131 in food products to be 60 pCi/kg.
In deviation from the above, the NRC inspector determined on December 6, 3
1985, that the results of 3amma isotopic analysis to identify iodine-131 in broadleaf vegetable samples exceeded the maximum specified LLD in samples obtained on August 21 and November 30, 1984, at location S-4 and on August 21 and October 9, 1984, at location 0-2.
